INFORMATION FOR CLUBS
1. (a) All Home clubs MUST telephone the General Secretary of the league the result of the match within 15 minutes after the completion of all games, with the names and times of all goal scorers in the match of both teams. Any club failing to adhere to this will be fined the sum of £25.
2. Please read the rule book carefully as several changes have been made.
3. If there are changes to your club information, then please confirm this in writing as soon as possible with the General Secretary of the League.
4. The HOME club secretary must confirm all fixtures with the Visiting Team and the Match Referee at least three days prior to the date of the match in writing or by telephone or E Mail.
5 All club secretaries are reminded to read League 28 Results of Matches
Where Match report forms must be send to the General Secretary within Three days of the match being played, otherwise a fine of £15 can be impose on your club.
6 Match officials match fees will be
Division One Referee £35 Assistant Referee £25
Division Two Referee £30 Assistant Referee £23
Reserve Division Match fees will be Referee £30 and Assistant when requested £23
All will include travelling expenses of 35p per mile up to a maximum of £40.
Where possible match officials must arrange to travel together at one expense.
The match referee is responsible in ensuring that this instruction is carried out.
Kick-off Times
August, September, October, all Kick-off 2-30pm
November, December and January Kick-off 2-00pm
February, March, April and May Kick-off 2-30pm.
Mid Week Kick-off 6-30pm, unless under Floodlights Kick-off 7-30pm
7 Team sheets are to be handed to the match referee at least 30 minutes prior to the kick-off. The match referee to retain both copies.
8 The Home club is responsible for the safety and security of Match Officials at all times, at half time and full time the home club shall arrange for two stewards to escort them from the pitch to their dressing rooms. Stewards will wear florescent jackets which will be supplied by the League. Clubs not complying with this rule will be fined the sum of £50 on each and every occasion.

Follow the A470 to Blaenau until you reach the roundabout at the north end of town. Proceed through the town – taking the first exit off the roundabout marked A470 and Town Centre. About a mile and a half from the roundabout you will see the Wynnes Arms pub on the right. The turning to the football ground is on the left opposite the pub, before the zebra crossing.

INFORMATION FOR ALL MATCH OFFICIALS
1 Please read this book carefully especially this page.
2 If any club fails to confirm the match with the match referee, at least three days prior to the date of the game. The referee must report that club on the match report form.
3 All match referees must send the match report form to the General Secretary of the league within two days of the match being played, with the following information, players cautioned or sent off, marks of Assistants out of ten, time of kick-off, if late which team, expenses claimed by the three officials, plus estimated attendance at the match also if two stewards were provided at each game.
4 Team sheets are to be handed to the match referee at least 30 minutes prior to the kick-off. The match referee to retain both copies.
5 Match Officials (where possible) must arrange to travel together at one expense, the match referee is responsible to ensure that this instruction is carried out, to ensure that there will be no problems, the referee must make early contact with the assistant referees (at least 48 hours prior to the date of the match).
The home club will not be expected to confirm with the Assistant referees this will be part of the referee’s duties.
6 Should any match officials decide to travel on his own, when he could have travelled with his fellow match officials on the day, then that official will not be allowed to claim travelling expenses for that match.

WELSH ALLIANCE FOOTBALL LEAGUE
FOUNDED 25TH OCTOBER 1934
CONSTITUTION
TITLE
1. The Association of Clubs will be called The Welsh Alliance Football League and is thereinafter referred to as the League.
OBJECTIVES
2. The objectives of the League will be:
a) To conduct each season League and League Cup competitions between the Clubs in Membership.
b) To conduct such other competitions as may be decided from time to time.
MEMBERSHIP
3. All clubs must be registered, associate or full members of the Welsh Football Association.
4. Office Bearers, Committee, Meetings, as that of the League Handbook.
WELSH ALLIANCE FOOTBALL LEAGUE

RULES
1. WELSH ALLIANCE LEAGUE CONSTITUTION
This Amalgamation of clubs shall be called "The Welsh Alliance Football League” and shall consist of all clubs whom the management committee shall consider eligible. Should the League have sponsorship, then that sponsor’s name will be incorporated into the League’s heading.
2. LEAGUE STRUCTURE, PROMOTION AND RELEGATION
The League shall consist of two divisions, each will have a maximum number of 16 clubs.
The club winning the 1st division, or the runners up, shall be promoted to the Cymru alliance League providing they meet the ground criteria set under the pyramid structure set by the FA of Wales. The two clubs that are at the bottom of the 1st Division may be relegated to the 2nd Division.
The club winning the 2nd Division and the runners up shall be promoted to the 1st Division providing they meet the ground criteria.
The clubs winning either the Vale of Conwy or Gwynedd League, or the runners up, may be promoted to the 2nd Division of the Welsh Alliance League providing they meet the ground criteria.
Reserve Division
Clubs who can apply to join the League Reserve Division are teams of clubs who play at Welsh Alliance League level or above.
In Reserve Division matches only three players who have started in the last first team match will be allowed to participate in the next reserve team fixture, The Executive Committee will require an explanation from any club not adhering to this and will decide what action to take.
Club Insurance
All participating clubs shall institute an Insurance Policy covering its signed players for each season. A copy of this insurance shall be forwarded to the League General Secretary Clubs must submit a copy of its Insurance Policy along with its Affiliation Form. If an Insurance policy is due for renewal during the season then a copy of the renewal policy must be sent to the League Secretary within 7 days.
Clubs failing to comply with this instruction shall be fined £25-00.
3. GOVERNMENT
The League shall be governed by the Executive Committee of the League, who shall consist of the officers (as per rule 4) who may elect two life members and two vice presidents and two members – one from each Division to represent the member clubs in the league, who shall meet on a monthly basis to ensure the smooth running of the league The Management Committee shall be of the Officers (as rule 4) a representative of each club along with Life members and Vice Presidents. The Clwyd and Gwynedd league are invited to attend also the NWRA who shall have no powers to vote.
4 OFFICERS
The following officers shall be appointed annually by the clubs attending the Annual General Meeting, Viz. Patron, President, Chairman, Vice Chairman, Treasurer. General Secretary, Registration Secretary, Fixture Secretary, Referees Appointment Secretary all of whom shall be members of the committee in addition to those mentioned in rule 3.
The Annual General meeting may also elect not more than ten Vice Presidents, who shall be considered members of the Management Committee, Members of the committee or officers of the league who have rendered 20 years extra meritorious service to football in the area may be elected life members all of whom shall have full voting powers.
5 AUDITORS
Two Auditors shall also be appointed by the Annual General Meeting (or one accountant in public practice) who shall be responsible for the due audit of the accounts for the past season for presentation to the Annual Meeting.
6. SUBSCRIPTIONS
Clubs shall pay an annual subscription of £150. Subscriptions are to be paid by the 1st June in each year. All clubs in the Welsh Alliance League will pay £100 by way of a deposit or guarantee that the club will duly perform and keep its full obligations to the league in accordance with the rules now in force, or which may hereafter be regularly constituted whilst the club remains a member of the league or its subsidiary competitions.
Reserve Division
Clubs shall pay an annual subscription of £50 payable by the 1st July in each year, and also they will pay £15 entrance fee to the Cup Competition.
All amounts received as annual subscriptions shall be placed to the credit of the leagues general working account. All deposits or guarantees shall be placed to the credit of each club in whose name the deposit was originally made. The first charge upon a clubs credit being made in respect of any claim which the league may have against the club for beach of the rules. Secondly, the amounts due to the league in respect of other accounts which may become due.
Thirdly, such amounts which may be due in connection with the league to any club or clubs the same having first been certified by the committee. Should the balance standing to the credit of any club in default be insufficient to fully liquidate the claims due to clubs, then such amount shall be distributed (pro rata) to the certified claims. Any payments made by the committee under the rule shall be accepted by the clubs concerned as final and binding and no further claim shall be acknowledged by the league from any outside source. Any sum remaining to the credit of the defaulting club shall be paid to the legal representatives of such club who shall give an indemnity, therefore, against any claim in law or otherwise.
Fines
Any club not replying to correspondence from an officer of the league within 7 days of receipt, will be fined the sum of £25. All fines to be paid within 7 days of receipt, failing which an administrative charge of £25 will be added for each subsequent 7 days up to a maximum of 14 days, thereafter a fine of £25 will be added and the offending club shall not take part in any further league fixtures until such time that the account is cleared.
7. Misconduct by Clubs or Players – By The Executive Committee
At the Annual General Meeting or an Extraordinary General Meeting called for that purpose, it shall be the duty for a majority of the delegates present and voting thereafter to exclude from membership any club whose conduct has, in their opinion been objectionable. Before this rule can operate, all objections shall be first communicated in writing to the Executive Committee who shall hear such evidence as they shall consider necessary to prove (or otherwise) a prima facia case has been made out.
8. EXECUTIVE COMMITTEES JURISDICTION
The Executive Committee shall have jurisdiction over all matters whether specially provided for in these rules or not. They shall appoint a finance sub committee of two person together with the league officials (as rule 4) and shall have the power to appoint any other sub committee they may consider necessary, and may delegate all or any of their powers to any such sub committee, but such delegation of powers shall be duly expressed by minute.
The Management Committee expects all club officials and players to conduct themselves in a manner that reflects the status of the Welsh Alliance Football League.
Should a member club(s), officials or players conduct fall below the expected standard, then the Management Committee will request that club appear before them to give a detailed account of the reason for this fall in the expected standard.
The Management Committee can take a range of actions with the ultimate one being expulsion from the League.
Quorum
A quorum of any sub committee shall be two thirds of its members unless otherwise ordered. Any infringements of the league rules shall be dealt with in such a manner as the Executive Committee think fit.
Voting - Casting Vote of Chairman
In the event of the voting at any meeting of the Executive Committee being equal, the Chairman of such meeting shall have a casting vote provided that he has used his vote in the first ballot and this shall also apply to voting at any sub committee.
Meeting
The Executive Committee shall meet at such times as convenient to ensure the efficient running of the league and its business. No resolution shall be rescinded at the meeting at which it is passed unless the motion to rescind shall be carried by three-fourths of those members present at the meeting voting.
Place of Meeting
The meetings shall be held at such places as the Executive committee shall decided or in the case of sub committee, where such committees shall decided. Any club failing to be represented at the Annual General Meeting or a Management Committee meeting shall be fined £25.
9. FULL STRENGTH OF CLUB TO BE PLAYED
Each club shall play to full strength in all league matches unless some satisfactory explanation is offered. In no case shall a club give prominence to the fact that it is unable to play its strongest team.
Penalty and Compensation
The fine for non observance of this rule shall be such sum, not exceeding £50, as the Executive Committee inflict, and may pay out of such fine an amount not exceeding 75 per cent to the club offended against as compensation.
10. FIXTURES
All matches shall be arranged on a system to be decided upon by the Fixture Secretary on behalf of the Executive Committee, so as not to clash with Conference dates of the FA of Wales.
Any Club without just cause failing to fulfil an engagement to play its League matches on the appointed date or causing a game to be abandoned without giving a reason deemed to be satisfactory by the Executive Committee, shall have three points deducted, be liable for any reasonable expenses as deemed necessary by the Executive Committee and shall be fined as follows;
Division 1 - £200 Division 2 - £100
Any subsequent charges will be doubled.
(a) Each club will be allowed to make a formal request for one free Saturday in each season - except for certain circumstances. The League should be notified at least 35 Days prior to the free Saturday requested..
(b) Clubs with an open date maybe instructed to play a fixture as arranged by the Fixture Secretary, A minimum of seven (7) days notice will be given nin respect of any such re-arrangement, This will not apply to clubs granted a free date under rule 10 (a)
Reserve Division
Clubs who fail to fulfil a fixture will be dealt with by the Disciplinary Committee of the Welsh Alliance Football league, Is a satisfactory explanation is not rendered then the club(s) will be liable to a fine of £25 and three points deducted plus compensation the disciplinary Committee deems reasonable
11. CHAMPION CLUB
At the end of each season’s competition the club scoring the largest number of points shall be declared the champion club of that division, three points being counted for each game won and one point for each game drawn. Should two or more clubs be equal in points the club having the best goal difference shall be the winners. In the event of that goal difference being equal, the club scoring the most goals shall be deemed champions, if this fails to settle the difference the clubs shall play off upon a neutral ground. The gate money being divided (after expenses have been deducted) between the competing clubs, unless played out of season, when the management committee shall allocate the net proceeds to a charity nominated by the Executive Committee.
12. REGISTRATION, TRANSFER
A player may only register to play for one (1) club, on Form J3 which will be provided by the Registration Secretary at a fee of £1.00. The Registration Form must reach the Registration Secretary of the League five days after the date the player has signed the form, otherwise it is not valid.
Transfer Forms J4, will be supplied to the Clubs by the Registration Secretary without charge. After the Transfer Form has been completed by both respective Clubs, The Form must be sent with a fee of £5.00 to the League’s Registration Secretary. If International Clearance is required, then this must be obtained from the FA of Wales before being sent to the Registration Secretary.
Transfer Forms J4 will be supplied by the Registration Secretary of the League without charge. After the Transfer Form has been completed by both respective clubs it must be sent with a fee of £5 for Internal Transfer and £10 for External Transfers to the Registration Secretary within 5 days of the player signing the Transfer Form, otherwise it is not valid.
No other forms, duplicated or photocopied will be accepted for the purpose of the registration or transfer of players, except in accordance with Rule 14 for a signed player (as per FA of Wales addition to registration rules).
Players wishing to Transfer
In the event of a player wishing to change clubs during the season, the club requiring his transfer shall give the club with which he is registered 7 days notice in writing of there intention, such notice shall not be by means of a partly completed transfer form, but by a letter to the club with which he is currently registered. They shall notify the League Registration Secretary of its action. Negotiations with the player must cease at the expiration of 21 days of such approached being made.
Infringements by players and clubs
In the event of a player signing more than one registration or transfer forms for two or more clubs, priority of registration shall be given to the first registration form received by the Registration Secretary.
In the order the documents shall deemed to have been received at the time of arrival of the facsimile, but the original documents must be received by the Registration Secretary within 3 days of the date of the date they were faxed to him.
13. BONA FIDE PLAYER
Who has signed a league registration form and has been registered with the League Registration Secretary during the current season, or who has been transferred to such club, and the receipt of such registration or transfer form has been duly received by the club from the League Registration Secretary. Only registration and transfer forms signed by the Club Secretary, or in his absence, the Club Chairman, will be accepted. All players signing a written contract must also be registered by their clubs with the FA of Wales.
14. SPEEDY REGISTRATIONS OR TRANSFERS
Clubs wishing to register or transfer their players must ensure that the completed form(s) together with an International Clearance Document, if required, is lodged with the Registration Secretary by no later than 5.00pm on the last working day before he intends to play, by dispatching a facsimile, if such documents are found to be in order. The document shall be deemed to have been received at the arrival of the facsimile. The original documents must be received by the Registration Secretary within four (4) days of the date that they were faxed or E-Mailed to him or a fine of £5 will occur for each day after this.
15. PLAYING INELIGIBLE PLAYERS
Any club playing an illegible player or players shall have three points deducted from their score and/or ordered to replay the match under cup tie terms and be liable to a fine not exceeding £100.Plus all expenses and costs incurred by the Welsh Alliance League arising from a Disciplinary Meeting.
16. PLAYING OF MATCHES
(a) All matches shall be played under the laws of the game as defined by the FA of Wales, and shall be of 90 minutes duration. Clubs shall not mutually agree to play a match in lieu of a league match, if a match is played to a conclusion it must be a league match. Any match not completed may be ordered to stand as a completed match or replayed for the full period of 90 minutes as the Executive Committee may direct.
(b) SUBSTITUTES
Each club may use three substitutes in League Matches (as defined by the FA of Wales) and it shall be indicated on the team sheet if they have taken part in the match. Clubs may nominate up to five substitutes, but only three may participate in the match. The participating clubs shall present to the match referee 30 minutes prior to the kick-off, a list of their players who will be taking part in the match, upon the form provided. This list must be completed in full, including the names of the substitutes, (these may not be added later). Failure to list the names of the substitutes before the commencement of the match will result in the referee having the right to refuse any such substitute from taking part. Failure to present the completed form will incur a fine of £25.00p.
(c) PROGRAMMES
Clubs are required to produce a programme for all their home games, a copy of which is to be forwarded to the League Secretary within three days of a home fixture. Sponsors adverts are to be inserted as directed by the Executive Committee.
Failure to produce a programme will incur a fine not exceeding £50, unless a satisfactory explanation is given.
(d) OPENING OF GROUNDS AND CONFIRMATION OF FIXTURES
A club official and match officials be in attendance at the ground one hour to the specified time of kick-off. All clubs must confirm fixtures with the match officials, five days prior to the game (re-arranged fixtures excepted). Clubs failing to do so will be fined £25.00p.
(e) CHARGES FOR ADMISSION TO CUP/LEAGUE MATCHES
The charge for admission to Cup and league matches shall be decided by the home club. All admission charges will be the same for home and away supporters
(f) FREE TICKETS TO VISITING CLUBS AND CLUB OFFICIALS
• The League will provide each club with five (5) official passes, These are for use only in League or Cup matches when your club is playing in a fixture away from home.
(g) HALF-TIME REFRESHMENT
It is required that all home clubs will provide such half time refreshment as is usual to the visiting team and match officials.
17. UNFINISHED MATCHES FROM ANY CAUSE
In the event of a match not being played to a finish owing to fog or other causes over which neither club has control, such uncompleted game is ordered to be replayed under rule 16. The home club shall take the first gate, and the gate of the replayed game shall be shared on cup-tie terms. In the event of a match not being started owing to causes unavoidable to either team, and no gate money has been taken, then the re-arranged game is to be played as if it were an ordinary fixture and no compensation shall be claimed by the visiting club other than their travelling expenses at the usual rates of travelling upon their second visit. Where the cause of the abandonment of a match is the fault of a team arriving late the club responsible for the late start shall not be entitled to any benefit from a replayed match unless the Executive Committee may determine that the delay was unavoidable.
Fines for late start
Clubs responsible for a later start, whether the match is completed or not, shall be liable to a fine of £1.50 per minute, unless the Executive Committee, after considering the report or other evidence, are satisfied the delay was unavoidable.
18. MATCH OFFICIALS
Only properly registered and qualified referees and assistant Referees shall be appointed. Referees and Assistant Referee failing to fulfil their appointed fixtures shall be fined equivalent to their respective fee unless a satisfactory explanation is received.
The Home club is responsible for the safety and security of Match Officials at all times, at half time and full time the home club shall arrange for two stewards to escort them from the pitch to their dressing rooms. Stewards will wear florescent jackets which will, be supplied by the League. Clubs not complying with this rule will be fined the sum of £50 on each and every occasion.
19. MATCH OFFICIALS FEES
The home club shall pay the match officials who officiates at their home game a fee and travelling expenses according to the scale approved by the Executive Committee of the League and FA of Wales Referees Committee.
20. FITNESS OF GROUND
The Welsh Alliance League will have first claim and jurisdiction on all grounds of the clubs in membership to the League.
Only a Referee shall have the powers to decide the fitness of a ground for play, Each club must take every precaution to keep its ground in a good playing condition. If necessary, the home club may require the match referee to visit the ground, on the day of the game, for the purpose of making a necessary ground inspection, at least five (5) hours before the advertised time of kick-off. A club may have the inspection carried out by a replacement Referee should the match referee be unavailable, the League Secretary or Fixture Secretary should be made aware of the change,
Should the referee making the ground inspection be of the opinion that the ground is not of a fit condition to play, he must contact the League Secretary of Fixture Secretary of his decision before informing the clubs. The Referee will be paid travelling expenses as per FA of Wales Guidelines. If a match is postponed by the match officials on arriving at the ground they will be paid half their match fee and all travelling expenses by the home club.
21. POSTPONED MATCHES, LATE STARTS, RESULTS OF MATCHES
The referee shall, within three days, forward a report to the League Secretary of any match which has been postponed or abandoned (from whatever cause that may arise) late starts, late arrival of any official or player. The referee must inform defaulting clubs that he is reporting a late start. He shall also forward a copy to the League Secretary of any report he may have to make to the Secretary of the FA of Wales in cases of the misconduct of players, officials or spectators, etc. and must in all cases forward the result of the match to the League Secretary on the day of the match. Referees not complying will be fined £25.00p.
22. REFEREES CAUSING LATE START
Referees who are the cause of a late start shall be subject to a fine of £1.50 per minute unless the Executive Committee, after considering the report or other evidence, are satisfied the delay was unavoidable.
23. REFEREES FEES IN ABANDONED MATCHES
The home club will be responsible for the referees travelling expenses according to scale, plus half fee where the match was postponed or abandoned after he had duly inspected the ground as rule 20, but where a match is abandoned for any other reason, then the whole fee is payable.
24. FIRST AID
All clubs must have medical facilities, which must include a stretcher. The location of the first aid equipment must be clearly marked in all dressing rooms. It is desirable that clubs provide a designated area for first aid.
25. MEMBERS OF THE EXECUTIVE COMMITTEE NOT ELIGIBLE AS MATCH OFFICIALS
No member of the Executive Committee shall be appointed to officiate as referee or assistant referee in any match, nor shall the Referee or Assistant Referee be past or present members of either of the competing club for the past 5 years.
26. EMERGENCY OFFICIALS
In the event of the referee or assistant referee appointed not attending a match, or not being in time to commence the game, the following procedure shall follow in the case of the referee, the two clubs must agree to one, from amongst those present on the ground, in all cases preference being given to a registered referee. In the case of the appointed assistant referees not being in attendance, both clubs shall have a suitable person nominated from whom the referee shall appoint such person or persons as he shall deem competent. Any club not complying shall be guilty of a non fulfilment of a fixture and will be dealt with accordingly by the Executive Committee.
27. POSTPONED FIXTURES
No club shall be allowed to postpone a fixture with another club unless it is to play a conference fixture in the FAW Welsh Cup and Welsh Trophy ties shall have three points deducted from their total, and unless a satisfactory explanation rendered, be libel to a fine not exceeding £100.
Should any club be found guilty by the Executive Committee of causing a postponement, (in the event of a League Match) the guilty club shall be adjudged to have lost the match, lose an extra 3 points and be fined the sum of £100.00.
28. RESULTS OF MATCHES
Each club shall post or E-Mail to the General Secretary, upon a form which will be provided by the League,, the result of the match, together with the full names and registration or transfer numbers of their players competing therein within three days of the match being played.
This list of players and their registration number will be the same as the Team Sheet given to the Referee, Any discrepancy in these lists will be dealt with as the Executive Committee sees fit.
Failing such report, each defaulting club shall be fined the sum of £15.00 and if the form is still not received within seven days, a further fine of £15.00 will be imposed for every seven days thereafter. The form of report contemplates the forwarding of the names of both teams by each club.
Home clubs must telephone the General Secretary the match result and the names and times of all goal scorers of both teams, within 15 minutes after the completion of the match.
Clubs failing to comply with this instruction will be fined the sum of £25.00.
29. PROTEST AND CLAIMS
All protests and claims must be posted and received by the General Secretary of the Welsh Alliance League by registered post or recorded delivery within four days after the match (Sunday excepted). Three copies of such protest or claims must be signed by the club Secretary, or in his absence the club Chairman, and sent together with a fee of £20.00 which will be treated as a deposit pending the hearing of the protest or claim, and the same may be declared forfeit should the protest or claim not be sustained at the hearing by the Executive Committee (or a subcommittee thereof which has been given delegated powers.
An appeal may be made against any decision of the Executive Committee or Sub Committee to the FA of Wales.
Protest and claims submitted to any League Official other than the General Secretary shall be deemed as unacceptable.
30. ALTERATION OF RULES
No alteration of or addition to these rules shall be made except at the annual meeting or such adjournment thereof, or at a special general meeting convened for that purpose. No special meeting shall be convened unless a requisition is received signed by not less than two thirds of the clubs in the Alliance League, and such requisition shall contain the full nature of any suggested alteration or amendment of the rules or rules contemplated. Upon receipt of any alteration or amendment to the rules, no deviation thereof shall be allowed at the meeting. Before any alteration or amendment to the rule or rules under discussion shall be declared carried, at least two thirds of those present at the meeting entitled to vote shall record their votes for such alteration or amendment.
Annual Meeting for Consideration of Rules
The same proceedings shall apply to the Annual General Meeting, save that all suggested alterations must reach the Secretary of the League on or before the 331st March in each year.
31. ANNUAL MEETING
The annual meeting of the league shall be held during the month of June for the purpose of receiving the Treasurer’s statement of accounts, consideration of such amendments of these rules as may have properly notified in accordance with rule 30, the election of the officers and committee of management in accordance with rules 3 and 4, and such other business which the Management Committee consider is relevant under the rules to transact; but all business to be brought before the meetings shall appear upon the agenda circulated to the clubs and in no circumstances shall any business not so notified be transacted.
32. CLUB COLOURS
Each club in the league shall register its colours with the General Secretary If any clubs have the same or similar colours, and then when such clubs meet in their fixtures, the visiting side shall for that match adopt entirely different colours to that of the home club. The goal keeper shall wear colours which distinguish him from the other players, the Referee and Assistant Referees.
33. ANNUAL STATEMENT OF ACCOUNTS
All financial business for each season, shall end on the 30th day of April. All items of finance received later than this date, shall be carried over to the next season’s Accounts. The annual report and balance sheet, duly audited, shall be forwarded to each club at least seven days before the date of the annual meeting. A copy of such balance sheet shall be forwarded, within seven days after the annual meeting, to the secretary of the FA of Wales.
34. ADMISSION TO GROUNDS BY MEMBERS OF THE MANAGEMENT COMMITTEE
All Officers and Executive Committee shall have free access to all parts of any ground during League or Cup matches on production of their current league pass,.
35. FINANCIAL CONTROL OF FUNDS
The league funds shall be banked in the name of the league and all cheques and withdrawals from the deposit accounts shall be signed by any two of the following;
the Chairman, Vice-Chairman, Treasurer and Secretary, and on the withdrawal or resignation of office of all or either of the foregoing officials then by such other persons as the Executive Committee, by resolution shall appoint in lieu thereof. The bank into which all league monies shall be deposited shall be such joint stock bank as the Executive Committee shall select. Prior to payment all the due accounts shall be passed by the foregoing officials and a detailed account submitted to the next available meeting of the Executive Committee of all such payments.
36. GUARANTEE FOR SAFE CUSTODY OF LEAGUE TROPHIES AND CUPS
A guarantee for the safe custody of any cup won by a club shall be given by the club winning the same and such guarantee shall be a personal one of such members of the club’s committee as shall be in office at the time the cup was won. In the event of such guarantee not having been given, then such shall be implied under these rules as being binding against such committee members in the following amounts for loss or damage to such cup or cups; for total loss, £500; for damage to the same, such amount as will thoroughly repair and make good such damage.
Clubs are strictly prohibited from placing any inscription upon the cup or cups and plinths they may hold under a very severe penalty assessed under the foregoing rule, or the sum of £100 whichever the Executive Committee may decide. Winning clubs shall, after the end of July, hand in at the next Executive Committee meeting, the cups and plinths they hold for adding the winning clubs name and year.
37. CHAMPIONSHIP MEMENTOS FOR WINNING CLUB
The players and nominated substitutes of the winning club and runners up in all Divisions of the League will be presented with sixteen mementos from the funds of the league.
38. GROUNDS
The grounds of all league clubs may be inspected at any time by order of the Executive Committee and they may also order such improvements to the ground they may consider necessary, such being within the just means of the club concerned.
Each Club accepted into membership of the Welsh Alliance Football League must have their registered league ground available for matches at all times. Any club within the Welsh Alliance Football League which loses the right to play on its designated home ground during the season, for whatever reason, must inform the League Secretary as soon as possible.
A Management Committee Meeting will be arranged as a matter of urgency. Any member club of the Welsh Alliance Football League who intends hiring its ground or entering into a ground sharing agreement with another football club must submit the full details of the agreement, signed by both parties, for approval by the Management Committee. This must be done whether the ground share is with another club within or outside the Welsh Alliance Football League memberships.
This must be done before the 1st May in any season.
39. CLUB RESIGNATION FROM THE LEAGUE
If a club wishes to resign from the League after being accepted at the League AGM and before completing its fixtures, it will be fined the following costs;
• Division 1 - £250
• Division 2 - £250
If a club wishes to resign from the League at the end of the season, it must do so by 1st April each year and will be fined the following costs;
• Division 1 - £250
Division 2 - £250
Reserve Division
If a club resigns from the League after being accepted at the LEAGUE A.G.M. and before completing its fixtures it will be fined £50.
If a club wishes to resign from the League at the end of the season it must do so by the 1st April in each season, otherwise they will be fined £50.
40. ENTRY OF ALLIANCE LEAGUE CLUBS TO COMPETITIONS
The Executive Committee will decide which League Cup Competitions clubs will be entered into and whether additional fees will be payable.
41. RIGHT OF APPEAL
Notwithstanding anything contained in these rules to the contrary, clubs, players and officials aggrieved by any decision of the Executive Committee shall have a right of appeal to the Football Association of Wales.
ALL CUP COMPETITIONS RULES
1. The Welsh Alliance League will arrange, thought the executive Committee, all cups Competitions for Clubs in Membership of the League,
2. Entrance fees will be payable for each Cup Competition, which will be decided by the Executive Committee and be payable to the League Treasurer on or before the 30th May in each season.
3. The members of each team may be changed during the series of matches but no individual shall play for more than one competing team in a competition, during the season and must be a registered player for a club in one of the leagues approved by the organizing committee and signed on Welsh Football Association registration forms of the club. In all rounds of the Cup Competition, a player must be registered player for the club by no later them 5-00pm on the day before he intends to play.
4. (a) Conference dates shall be decided by the Fixture Secretary on behalf of the Executive Committee for each game. Clubs which are unable to fulfil the fixture due to ground unavailability for whatever reason, after the second failed attempt on a revised fixture date shall forfeit ground advantage at the discretion of the organizing committee.
(b) The revised fixture date for a postponed or abandoned match shall be played on a Saturday or midweek, unless otherwise decided by the Fixture Secretary.
(b) When possible matches shall be arranged to be played midweek under floodlights.
(c) Clubs not fulfilling a Cup fixture without giving a reason deemed satisfactory by the Executive Committee , will forfeit the game and shall be fined as follows,
First Division Clubs £200, Second Division Clubs £100 and Rese2rve division Clubs £25.
5. There shall be no exemptions; all competing clubs go into the draw for the first round. Byes shall be drawn at the discretion of the committee. If the result at the end of 90 minutes should still be a draw, an extra time of 30 minutes must be played. If the result is still a draw, “penalty kicks” must be taken in accordance with the rules laid down by the FA of Wales.
6. Each team shall forward to the Secretary, upon a form to be supplied, the result of their match, together with the names of their players competing therein within three days (Sunday excluded) of the match being played. Failing such report, each defaulting club shall be fined the sum of £10, a further £10 will be imposed for every seven days thereafter.
7. Each club in the competition shall register its colours with the Secretary. Should any club have the same or similar colours when playing against each other in the competition, then the away club shall adopt entirely different and distinctive colours from that of the home club. The goalkeepers shall wear colours which distinguish him from the other players, the referee and assistant referees.
8. Referees and assistant referees shall be appointed by the organizing committee and shall be paid a fee and travelling expenses in accordance to a scale approved by the organizing committee. Where two or more officials travel to a cup tie in one car, then only one travelling expense can be claimed. In the final tie, the officials will be presented with a trophy in lieu of match fees
9. Date and venue of final tie shall be determined by the organizing committee who shall have the management thereof.
10. In rounds prior to the final the home team shall be the first team drawn and shall be entitled to retain all gate money, but shall be responsible for the payment of all match expenses.
11. Any objection to the qualification of a player must reach the General Secretary by registered post or recorded delivery within four days (Sunday excepted) after the conclusion of the game in which the player(s) objected to, played. Three copies of the particulars of objection must be furnished and accompanied by a fee of £20, such fee to be forfeited if the objection is not sustained.
Protest and claims submitted to a League official other than the General Secretary shall be deemed as unacceptable.
12. Any club reported for causing a late start shall be fined at the rate of £1.50 per minute unless the Executive Committee, after considering the report or other evidence, are satisfied the delay was unavoidable.
13. In case of any player being found ineligible, the club playing him shall be adjudged to have lost the match, provided that such clubs shall have a right of appeal and be fined a sum not exceeding £100 plus compensation as the Executive Committee may deem reasonable.
14. In the final tie, the organizing committee shall have control of the gate and shall disperse it in the following manner :-
All expenses including printing, advertising, police, grounds man and gatemen and any other legitimate expenses will be met by the organizing committee. All remaining receipts shall be split three ways. One third to the organizing committee and one third to each of the competing clubs.
15. The organizing committee shall present to the players and substitutes of the winning team and runners-up sixteen mementos to each club from the funds of the league also suitable mementos in lieu of match fee will be presented to the Match Officials together with their travelling expenses.
16. The organizing committee shall have power to appoint such subcommittee as it shall think fit and shall have power to deal with any matter not provided for under these rules.
Should any club be found guilty by the organizing/Executive committee of any action causing the postponement of the match, the guilty club shall be adjudged to have lost the match and fined a sum not exceeding £100, plus compensation as the Executive Committee may deem reasonable.
GROUND CRITERIA FOR PROMOTION TO DIVISION ONE
1 The Teams who complete the season as Division Two Champions or Runners up, will be consider for promotion to Division One providing they meet the ground criteria for Division One, by the 30th April at the end of each season.
2. PLAYING AREA
The playing area must be flat, and of good drainage and shall not be less then 105 yards in length and by 55 yards wide, and all lines marked in white at least two hours before the start of play. And goal nets in place, 60 minutes prior to the time of kick-off.
3. DUG OUTS
All grounds must have a covered dug out area for each team, to seat eight people per team, and must be at least two yards from the playing area. Near to the half way line positioned on the same side of the playing area.
4 BARRIERS
All grounds must have metal barriers (not ropes) around the whole of the ground, which must be at least 2 yard from the touchline of the playing area.
5. DRESSING ROOMS
Must be within a reasonable distance from the playing area, and each team must have their own dressing rooms with one individual seated toilet and one urinal provided in each dressing room, separate to the spectators, separate shower facilities containing at least four shower heads in each of the teams dressing rooms and seating for at least 20, persons, also the match officials must have a separate room with one shower and toilet facilities and seating for four people.
Hot and cold running water should be provided for all.
The rooms are not to be used for storage or similar purposes
REFRESHMENTS
6. The home team will supply refreshments for both teams and match officials at half time and full time, and visiting VIP personnel, which should be at least a warm drink in the winter or cold drink on warm days.
FIRST AID
7. The stadium must have designated First Aid equipment (including Stretcher) with the location clearly marked in all dressing rooms
MATCH DAY PROGRAMME
8. The Home club will be required to produce a program of the game for all home matches.
SPECTATOR – RELATED AREAS
9. Refreshments, hot & cold drinks must be made available for the supporters of both teams at reasonable prices. Separate Toilet facilities for both sexes must be available, and also car parking
GROUND CRITERIA FOR PROMOTION TO DIVISION TWO
1 All applying clubs must submit their application in writing by the 31st December in each season, for membership to the league and must have the full use of their ground and facilities for the commencement of each season, In August and until the close in May each year. (Including mid-week), The League will have first claim on all grounds, and also meet the ground criteria as set by the FA of Wales., all clubs applying for membership must meet the required ground criteria by the 30th April in each season.
2. PLAYING AREA
